Zhang Liming, a delegate to the 20th National Congress of the Communist Party of China, represents the voluntary spirit of China's grid engineers who are ready to help people in need, and through their enterprising efforts to devote themselves to technological innovation.

Zhang, 53, an engineer at the Binhai branch under the State Grid Tianjin Electric Power Co, is a household name in Tianjin thanks to his full-hearted voluntary efforts for the grassroots in grid repair work and his innovative competence in artificial intelligence.

Thanks to his commitment, Zhang, who was elected as a delegate to the 19th CPC National Congress in 2017, has made further breakthroughs in technological innovations in AI robots, and has garnered a number of laurels including Role Model of the Time, with which he was honored by the Publicity Department of the CPC Central Committee.

"I feel enormously glorious to be elected as a delegate to the 20th CPC National Congress and sense stronger responsibilities for the people and for the country," he said.

Zhang is head of the grid emergency rescue team in coastal Binhai New Area, which has a population of more than 2 million.

He printed his mobile phone number on a service card and delivered it to each household.

He is touted as a "walking map", because since he joined the company at the age of 18, he has never left the front line of electricity grid rescue and worked hard to remember each of Binhai's streets.

In an interview with Tianjin TV, his wife Li Haichun said that Zhang's words uttered in his sleep were often some place names in Binhai, and when Zhang was sleeping he keeps ahold of his mobile phone for calls from the needy.

"We are ready and will arrive soon", is his team's honored promise and they have never let down local residents.

To date, he has completed 20,000 emergency grid repair projects in the coastal area and his team has expanded its reach to more areas that have urgent needs.

For example, in November 2020, the team installed lamps in 60 nucleic acid test spots within 24 snowy hours in Binhai.
