State Grid Suqian Power Supply Company has completed the residential electricity management for the city's 'formal electricity transformation' project

"In the past, we used to rely on temporary electricity at home. During the holidays when the air conditioners and heaters were turned on, and the electrical equipment was increased, I was nervous about whether it would trip. Now that the community's electrical system has been upgraded, we can use electricity more without worry." On Nov 22, Zhang Wanxian, an elderly resident of Zhenlong International Community, expressed his joy when talking about the current electricity environment in the community.

In early November this year, with the completion of the installation of "one meter for one household" in Zhenlong International Community, Sihong county, Suqian city, Jiangsu province, it marked the full completion of the power utilization management for the remaining 95 problematic communities in the city. Nearly 60,000 households across the city have now achieved "four-to-household" services, including power supply, service, meter reading, and billing.

The historical causes of power consumption issues in problematic residential areas in Suqian are complex, and addressing them poses significant challenges. To thoroughly eradicate these issues and enhance the fundamental safety of society, since 2023, with the guidance and assistance of the Suqian Municipal Party Committee, the government, and the State Grid Jiangsu Electric Power Company, the State Grid Suqian Power Supply Company has promptly adjusted its approach, enhanced communication and coordination, optimized its work measures, explored an efficient and coordinated governance path involving the government, power companies, and enterprises.

The Suqian Power Supply Company of the State Grid actively urged the local government to incorporate power management in problematic residential areas into the city's annual key livelihood projects. The Suqian Urban Management Committee designated and oversaw the implementation of ten key projects for the year. On July 3, 2023, they issued the province's first implementation plan for power management in problematic residential areas at the prefecture and municipal level, clarifying the primary responsibilities of each county and district government (Management Committee). The housing and urban-rural development bureau and the power supply company took the lead in daily work. A special working group, led by the Deputy Secretary General of the municipal government and comprising five departments including housing and construction, emergency response, urban management, finance, and power supply, was established.

During implementation, Suqian Power Supply Company of State Grid has refined and formulated the "one community, one strategy" approach, optimizing the power supply scheme based on local conditions and clarifying the responsible parties, funding sources, and rectification timelines. We urge county and district governments to secure rectification funds through priority creditor's rights, mutual benefit creditor's rights, and government guarantees, guide developers in formulating a fund-raising plan combining "housing mortgage and cash payment," and ensure that the government, power supply companies, and enterprises collaborate to provide financial support. Simultaneously, we are streamlining formal power procedures, issuing guidance documents specifying validity periods and scopes of application, and accepting written certificates from territorial governments as funding materials, effectively addressing the "birth certificate" challenge in managing electricity usage in problematic residential areas. We are also categorizing and optimizing planning and construction schemes for multi-story, high-rise and houses with limited property rights on state-owned land, taking into account the city's distribution network status and power supply inventory to alleviate investment pressures on responsible parties. We are adopting a phased construction approach, starting with easier projects before tackling more challenging ones, implementing a "construct one batch, inspect one batch, and operate one batch" method.

"In order to consolidate the achievements of temporary power utilization management in residential areas and prevent the emergence of new 'temporary-to-permanent' residential areas, the company urges the local government to include the construction of power supply and distribution projects in the overall acceptance scope of residential areas. This long-term prevention and control mechanism to further strengthen the linkage and full-process supervision of all development and construction stages, thereby preventing the development unit from delivering houses that have not passed the comprehensive completion acceptance to the owners ahead of schedule, and safeguarding the owners' electricity rights and interests," said Baxiaoyu, head of the marketing department of State Grid Suqian Power Supply Company.

As of now, all communities in Suqian that have undergone "formal electricity transformation" have been cleared, providing a solid guarantee for residents using electric heating to stay warm during the winter.
