Updated: 2008-11-03 09:46 Based on China's situation that people already had adequate food and clothing and their overall living conditions reached a relatively comfortable level, the 16th CPC National Congress further proposed the concept of building a well-off society. It called for concentrating all efforts in the first 20 years of this century on building a higher level of well-off society that comprehensively benefits more than one billion Chinese with further developed economy, improved democracy, advanced science and education, enriched culture, harmonious society and upgraded life.
