On Jan 10, 1938, the conference of?military, government and people's representatives?in the Shanxi-Chaha'er-Hebei border region was held in Fuping in west Hebei, marking the establishment of the first anti-Japanese democratic government set up by the Communist Party of China?behind its enemy lines.
