HONG KONG - The Hong Kong Observatory cancelled all tropical cyclone signals on Monday morning as typhoon Usagi moves away from the city.

The observatory said Usagi has weakened into a tropical depression. At 10 am Hong Kong time, Usagi was centered about 280 kilometers northwest of Hong Kong and is forecast to move west- northwest at 22 kilometers per hour across western Guangdong and further weaken.

The No 8 storm wind signal, the third highest level, was replaced by a No 3 strong wind signal on Monday at 9:20 am Hong Kong time as Usagi continues to weaken. All tropical signals were cancelled at 10:25 am Hong Kong time.

Land and sea transportation and public services gradually resume. The Education Bureau announced that afternoon schools would continue. The Hong Kong Exchanges and Clearing Limited said stock trading will resume in the afternoon.

However, there is a large number of passengers stranded in the airport as hundreds of flights were affected.

During the attack of Usagi, which was predicted to be the strongest in recent decades, Hong Kong suffered from traffic chaos with more than 400 flights cancelled or delayed. There were also reports of flooding and tree collapses in different areas in the city.
