BEIJING-- Chinese President Xi Jinping's remarks at a key meeting on advancing the rule of law will be published Thursday in "Seeking Truth", a flagship magazine of the Communist Party of China (CPC).

"Accelerate the Building of a Socialist Country with Rule of Law" is the second and third parts of Xi's remarks on the Oct 23 meeting of the Fourth Plenary Session of the 18th CPC Central Committee.

The session has been hailed for laying out a blueprint for comprehensively advancing the rule of law and outlining reform plans for all sectors concerned.

The article explains the session's "red line" -- the commitment to advancing the path for rule of law in a socialist country, while retaining Chinese characteristics.

Xi underscored the principles of the CPC's leadership, the principle role of the people in political life, all people being equal before the law, rule of the country based on law and virtue and creating Chinese laws that address Chinese issues.

"This is fundamental and we must stick to it in the long term," Xi said.

The article goes into more detail on how the Party should implement the reform's tasks identified during the session, including the establishment of a system of rule of law with Chinese characteristics, the promotion of a scientific approach to legislation, strict law enforcement, judicial objectivity and a law-abiding society.

Xi also called for work to strengthen judicial work and reform to address obstacles impeding the rule of law.

At the end of the article Xi called for strengthened Party leadership and the concrete implementation of plans to ensure that the spirit of the session is put into practice.
