Easy Talk: Jaywalking

Last year a campaign against jaywalking was one of the most talked about subjects in China. Chinese Internet users even coin the term "Chinese-style Jaywalking", referring to the phenomenon of pedestrians and cyclists crossing roads at places where they shouldn't or at intersections when traffic lights are red. Beijing's traffic authority announced on May 6, 2013 that it would fine those who "jaywalk." The new regulation stipulated that jaywalkers were to be fined 10 yuan ($1.60) for pedestrians and 20 yuan for cyclists. So why is jaywalking so popular with the Chinese? Is a fine system really an effective solution for jaywalking?
