A draft amendment to China’s Budget Law has received?nearly 331,000 comments and suggestions from about 20,000 members of the public as of Aug 5, according to the National People's Congress, China’s top legislature.

This is the second-largest number of comments a draft law has received since legislators began seeking public comment on laws via the Internet in 2005, staff from the NPC’s legislation committee said.

Details about the comments directed at the Budget Law have not yet been released. However, several analysts said such attention to the draft shows an unusual public interest in levies and expenses, as the government continues to harvest surplus revenue.

The amendment, if passed, would establish a set of requirements on budget making and enforcing, such as requiring governments to include all revenue and spending in annual budgets, making the budget public after it is approved by the people's congresses, and submitting budget adjustments for local legislatures’ review before making any fiscal changes.

據(jù)全國(guó)人大的消息，截至8月5日，人大法工委收到了來(lái)自全國(guó)2萬(wàn)多公民的33萬(wàn)多條關(guān)于修改《預(yù)算法》草案的建議。

這是自2005年全國(guó)人大向公眾網(wǎng)上征集法律修改意見(jiàn)和建議以來(lái)，收到第二多回復(fù)的一次。

目前全國(guó)人大還沒(méi)有公布收到的意見(jiàn)和建議，但是專家分析，這次公眾如此熱烈的回應(yīng)反映了全社會(huì)對(duì)政府收支情況的高度關(guān)注，尤其是在近幾年政府財(cái)政收入大幅增加的背景之下。如果草案通過(guò)，這部法律將建立一系列的法規(guī)，要求政府必須將所有收入和支出納入預(yù)算并公開(kāi)預(yù)算；地方政府必修改預(yù)算之前必須由地方人大先通過(guò)。
