如何表達“雙向收費政策”

千呼萬喚的手機資費下調(diào)政策，日前真的惠及北京。5月8日，信息產(chǎn)業(yè)部公布，從本月起，北京手機資費正式下調(diào)。此次調(diào)整之前，北京一直實行雙向收費政策，且是公認的全國手機資費最高的地區(qū)。

Over recent years operators have been offering various packages that have
lowered fees in most parts of the country. But in Beijing subscribers pay more

報道中的two-way charging
scheme就是我們?nèi)粘Ｉ钪兴f的“雙向收費政策”。scheme在這里指“政策、方案”，而two-way則是個合成詞，直接用在名詞前表示“雙向的”，可和許多其它名詞相連用，如：two-way
communication（互動）；two-way selection（雙向選擇）。
當然，如果想表達“單向的”，則可用two-way的相應形式one-way，如one-way charging
scheme（單向收費政策）；像我們?nèi)粘Ｉ钪兴f的“單行道”、“單程票”可直接用one-way來表達。
值得一提的是報道中的package，就是我們所言的“套餐”。
