央行、銀監(jiān)會(huì)9月30日公布通知,對(duì)我國(guó)房貸政策做出調(diào)整。其中對(duì)擁有1套住房并已結(jié)清相應(yīng)購(gòu)房貸款的家庭,為改善居住條件再次申請(qǐng)貸款購(gòu)買(mǎi)普通商品住房,執(zhí)行首套房貸款政策。這一政策為樓市注入了一劑強(qiáng)心針,樓市有望出現(xiàn)“暖冬”。

The easing of rules allows mortgages on second homes to be treated in the same way as a first mortgage, as long as the buyer has paid off the first loan. Other stimulus measures include the relaxation of terms in withdrawing housing provident funds to pay rent and bolstering the building of subsidized housing.
新政策允許二套房購(gòu)房者在結(jié)清第一套住房貸款的條件下享受和首套房購(gòu)房者同等的貸款政策。其他刺激措施還包括放松提取公積金支付房租的條件,促進(jìn)保障性住房的建設(shè)。
二套房“認(rèn)貸不認(rèn)房”英文表達(dá)就是mortgages on second homes to be treated in the same way as a first mortgage, as long as the buyer has paid off the first loan。這一新政正在warming up the property market(促進(jìn)樓市回暖)。
促使樓市回暖的利好因素包括shortening mortgage approval and disbursement periods(貸款審批和放款速度加快),more new projects launched by developers(開(kāi)發(fā)商推出更多項(xiàng)目)以及continued relaxation of home purchase restrictions by local governments(地方政府不斷放松限購(gòu)),其中最有效的刺激政策就是中央的二套房貸新政。不過(guò)盡管政策利好,不少開(kāi)發(fā)商依然面臨著巨大的de-stocking pressure(去庫(kù)存壓力)。
