Promoting the Coordinated Development of Cultural and Tourist Industries for Beijing-Tianjin-Hebei Region

The current and future period is crucial for the coordinated development of Beijing-Tianjin-Hebei region. The coordinated development of cultural and tourist industries is an important part for the coordinated development of Beijing-Tianjin-Hebei region. With the issuance of the “Coordinated Development for Beijing-Tianjin-Hebei Region”, the principle for the coordinated development of industries, transportation and ecology has become clearer, providing a sound and strategic guidance and policy support for the coordinated development of cultural and tourist industries for the region. The Leading Group Office for Beijing-Tianjin-Hebei Coordinated Development (hereinafter referred to as the Coordinated Office) needs to seize the current opportunity to enhance the coordinated development for this region, innovate the coordinated development mode of regional cultural and tourist industries, weaken the negative influence of the administrative system and comprehensively promote the coordinated development of cultural and tourist industries for Beijing-Tianjin-Hebei region. The advantages for the coordinated development of cultural and tourist industries for Beijing-Tianjin-Hebei region include: 1. The culture of Beijing, Tianjin and Hebei region can be traced to the same origin, with strong mutual integration. 2. Beijing, Tianjin and Hebei connect with each other geographically which can help the integration of cultural and tourist resources. 3. The coordinated development for this region has become a national strategy which can benefit the coordinated development of cultural and tourist industries.

The coordinated development of cultural and tourist industries for Beijing-Tianjin-Hebei region is facing some major problems: 1. The cultural and tourist entities are not closely coordinated with each other, and this region lacks unified regional brands and key drivers. 2. The difference of economic development in Beijing-Tianjin-Hebei region is huge, and the cultural and tourist industries in less-developed areas are obviously marginalized. 3. The administrative system exerts negative influence on the coordinated development of cultural and tourist industries in many aspects, and the influence can’t be removed within a short time. 4. The coordinated development of cultural and tourist industries for this region is still experiencing some pilot practices and lacks relevant models to follow.

Policy options on promoting the coordinated development of cultural and tourist industries for Beijing-Tianjin-Hebei region. First, we need to establish some organizations relating to regional art performance and cultural and tourist industries and forge regional brands of cultural and tourist industries of this region. 1. We need to set out Beijing-Tianjin-Hebei regional folk culture months and festivals. 2. We need to build some coordinated entities for art performance development and explore folk art resources. 3. We need to establish regional folk art centers for people to learn about the history of regional art and create a comprehensive folk art cooperation region. Second, we need to bring high quality resources to local levels and focus on strengthening the weak points of cultural and tourist networks in Beijing-Tianjin-Hebei region. 1. We need to increase the fiscal investment in less-developed localities and improve the service and quality of cultural and tourist products. 2. We need to establish a cultural and tourist fund for Beijing-Tianjin-Hebei region and coordinate the investment and operation of cultural and tourist industries. 3. We need to build trading platforms for cultural and tourist resources of this region by way of “Internet Plus”. Third, we need to make full use of the integration function of the market and weaken the negative influence resulting from the administrative system. 1. We need to enhance market guidance, and the integration of cultural and tourist resources. 2. We need to strengthen innovation-based supply and build cultural and tourist belts and town clusters with local characteristics. 3. We need to innovate the development mode and establish mass innovation space of cultural and tourist industries with distinctive features as well as international and regional cultural and tourist circles. Fourth, we need to set up pilot programs and improve the coordinated governance system of cultural and tourist industries of Beijing-Tianjin-Hebei region. 1. We need to enhance the organization and guidance and improve the efficiency of government service. 2. We need to build pilot platforms. 3. We need to launch trials in key areas. 4. We need to implement pilot programs for the coordinated evaluation of cultural and tourist industries of this region.
