The construction of communication, water supply, electricity supply and other public utilities in the Pingtan Comprehensive Pilot Zone must meet the requirements of development and opening-up to offer better services for exchange and cooperation across the Taiwan Straits.
Goods related to production entering Pingtan from outside the Chinese mainland will be duty-free or kept bonded, except for goods imported for consumption and commercial real estate development.
In line with subsequent negotiations of the Economic Cooperation Framework Agreement (ECFA), policies to loosen the limitations on market access for Taiwan capital and the share ownership rights will be researched, with support for relevant trial operations in the Pingtan Comprehensive Pilot Zone.
The following preferential policies and measures were formulated in accordance with the laws and regulations on protecting rights and benefits for Taiwan residents doing business in the Pingtan Comprehensive Pilot Zone.
