China Shipbuilding Industry Corporation (CSIC) signed a deal on September 2 with the Qingdao municipal government to join hands in building an R&D and industrialization base for marine equipment at the Qingdao National High-Tech Industrial Development Zone.

Also, the High-tech Zone’s regulatory commission, the Qingdao municipal science and technology commission and the CSIC signed an agreement on joint construction of a CSIC marine equipment research institute and an international marine equipment tech city.

The agreements mark a milestone in the development of China’s marine engineering equipment industry as the CSIC is a leading State-owned marine engineering equipment enterprise.

The CSIC plans to make a total investment of about 5 billion yuan ($815.5 million) into the 53-hectare marine equipment research institute and tech city project and the 40-hectare CSIC marine equipment industrial park project.

Centering on equipment for marine resources exploitation, marine environment monitoring systems and marine equipment manufacturing, the CSIC will carry out R&D on key marine technologies and products such as marine hydrometeorological observation equipment, underwater intelligent detection devices, and shipping and marine engineering auxiliary equipment.

The company will also endeavor to translate research results into applications and offer professional services to customers, making the marine equipment R&D and industrialization base a powerful facility that has an international influence with its expertise.

The High-tech Zone expects the CSIC projects to attract more marine equipment projects in the future. By 2020, they are estimated to host 10-plus research organizations, employing more than 1000 research personnel and investing more than 200 million yuan into R&D.

The Zone also expects to set up two to three marine equipment public technological service platforms by 2020, as well as developing and putting into mass production ten new products in the marine equipment field to bolster the development of the marine equipment sector.

So far, the High-tech Zone has introduced a series of marine engineering industrial projects, with total investments exceeding 10 billion yuan. Among them, 15 have been put into operation, 4 are under construction, 7 have been signed into deals and tentative agreements have been reached on another 12.

The High-tech Zone already hosts several of China’s top research organizations and enterprises in the marine equipment area, and has attracted high-level talent from home and abroad. It is mulling over building a series of marine equipment public platforms as part of the efforts to construct an independent innovation system for R&D and industrialization in the marine equipment industry.

The Zone plans to attract 100 renowned Chinese and foreign marine equipment enterprises and research companies with expertise in the marine equipment field by 2020.

It is projected that the total industrial output of the marine equipment sector will reach 20 billion yuan by then and that the CSIC-led marine equipment R&D base, which is capable of technological innovations, will attract skills like a magnet and will be internationally known, thus laying a solid foundation for Qingdao to play a leading role in China’s marine equipment R&D.
