To implement the spirit of the 11th Party congress of Shandong province and push forward construction of the cultural industry, the first Shandong Cultural Consumption Season will be held from July to October. Below is the implementation plan for this event.

Ⅱ Purpose

The purpose of this event is to implement the spirit of the 11th Party congress of Shandong province and promote the upgrading of the structure of cultural consumption, pushing forward the construction of the cultural industry. It aims to raise awareness of cultural consumption, optimize the environment for cultural consumption, enrich the types of operation for cultural consumption and release potential for cultural consumption, trying to make cultural consumption a new momentum to drive the economic growth.

Ⅲ Principle

1. Government-led

The local government should guide consumers to set up correct concepts for cultural consumption and cultivate good habits in cultural consumption. The local government should push ahead supply-side structural reform in the cultural field and set up a long-term mechanism that can guide and expand cultural consumption.

The cultural consumption season should highlight market orientation, giving full play to the role of market players. The aim is to attract consumers by encouraging enterprises to offer varied cultural products and quality services.

The cultural consumption season should adhere to the unity of social and economic benefits. It should fully integrate the current carriers of public or market cultural activities, carrying out various activities to form an integrated force that can maximize benefits.

The cultural consumption season should carry out cultural activities to benefit the public and increase diversification of supply to lead consumption upgrade.
