Kunming Hi-Tech Zone approves 2014 work report, sets targets for 2015

The Kunming Hi-Tech Zone held its economic working conference on March 19, summarizing the Zone’s works in 2014 and setting targets for 2015.

Guo Song, vice-director of the Zone’s Party working committee delivered the local government work report at the conference. He said that the Zone has made remarkable achievements in 2014 in spite of the changing economic environment.

Last year, the operating income of the Kunming Hi-Tech Zone has exceeded 150 billion yuan ($24.2 billion), among which the two pillar industries, namely the bio-pharmaceutical industry and advanced materials and advanced equipment manufacturing industry, respectively accounted for 23 percent and 55 percent.

The fixed asset investment within the Zone has reached 9.7 billion yuan, and the industrial added value has increased by 7.7 percent. It has made $2 billion in total foreign trade and has attracted investments of 13.4 billion yuan from outside Kunming.

In addition, 2014 has seen the commencement of eight construction projects in the city – each of which valued at more than 100 million yuan – and six have been completed.

The year of 2015 is crucial for comprehensively deepening reform and critical for ensuring steady growth and making structural adjustment, said Guo in his report.

The Zone has set the following main targets for the economic development in 2015: 10 percent increase in the public budget revenues; more than 13 percent increase in the fixed asset investment; and more than 11 percent increase in the industrial added value.

This coming year is the first year of the six-year plan for the construction of the “three service platforms”. It is projected that by the end of 2020, the Zone will build an industry-university-research cooperation platform, where talents from all around the world will gather to run production experiments, an incubator platform, which will support enterprises in emerging industries with preferential policies and financial aid, and a science and technology financial innovation platform, which will provide enterprises within the Zone with superior financial services.

Additionally, the Zone plans to strengthen its industrial clusters of bio-pharmaceutical, IT and advanced materials and equipment manufacturing industries as well as to foster those of new energy, aquatic science, environmental protection and finance of science and technology.

The development of non-ferrous metals, e-commerce, software, light industry and the integration of technology and culture are also to be the development emphasis for the Zone.

The greenfield site within the Zone will be developed rapidly in 2015, according to Guo. This year, the work place of the administrative committee will be moved to the Newtown Industrial Base in order to better the service quality of commerce, education, health care and housing there.
