Comment on "Industrial sector 'will focus on quality'" (Nov 16, China Daily)
Quality is the key to all economic activities such as policymaking, service, safety and longevity.
To attain the energy consumption and environment protection targets set in the 11th Five-Year Plan (2006-2010), many provinces have rationed electricity supply to enterprises since September.
But the enterprises began using diesel-run electricity generators to meet the shortfall. This certainly will not help local governments to meet their energy saving targets.
Besides, the use of diesel by enterprises in unusually large quantities has created diesel shortage in many places, causing great inconvenience to people and giving rise to serious problems. Even some crematoriums could not operate for lack of diesel, leaving grieving family members of the dead in a state of shock.
The result of the electricity rationing: target not met despite inconvenience caused to people.
The 12th Five-Year Plan (2011-2015) focuses more on quality than quantity, which is very important for sustainable development of the country. The social and economic development of the past three decades has provided China a solid base to restructure its economic development model.
