Wang Weili, founder of Beijing Hong Dandan Edu-Culture Communication Center, started a cinema for blind people. He narrates films for them every week; blind people call this "Heart cinema". This service completed the concept of visual service, not only the definition, but also the method. Wang is trying to put visual service in an important position in the welfare system in order to change the life standard of blind people and the cultural level of our society.
