北京市28日發(fā)布《小客車數(shù)量調(diào)控暫行規(guī)定》實(shí)施細(xì)則(2013年修訂)，從明年起到2017年的四年間，增量小客車年度配置指標(biāo)由24萬個(gè)減少到15萬個(gè)，將根據(jù)個(gè)人參加搖號的累計(jì)次數(shù)設(shè)置階梯中簽率，示范應(yīng)用新能源車中的純電動(dòng)車將單獨(dú)搖號。

Beijing will adjust the license plate lottery system next year to give lottery applicants who have been applying for license plates for longer periods better odds of winning.
北京市明年將調(diào)整車牌搖號系統(tǒng)，提高長時(shí)間參與搖號個(gè)人的中簽率。
Odds of winning或者odds of success都表示“成功率”，在這里就指小客車車牌搖號（license plate lottery）時(shí)的“中簽率”。累計(jì)參加搖號24次(含)（applicants who have taken part in 24 or fewer rounds of the lottery）以內(nèi)未中簽的，中簽率為當(dāng)期基準(zhǔn)中簽率；累計(jì)參加搖號25次至36次未中簽的，中簽率自動(dòng)升為當(dāng)期基準(zhǔn)中簽率的2倍；累計(jì)參加搖號37次至48次未中簽的，中簽率自動(dòng)升為當(dāng)期基準(zhǔn)中簽率的3倍，以此類推。
根據(jù)新規(guī)定，北京將設(shè)立單獨(dú)的搖號池配置示范應(yīng)用新能源小客車（new-energy vehicle）指標(biāo)。為了進(jìn)一步推廣新能源汽車，北京市將在新建小區(qū)內(nèi)增設(shè)充電樁（charging station）。
北京市從2011年開始實(shí)行小客車車牌搖號政策，只有持北京市戶口（household registration in Beijing）或在北京連續(xù)納稅5年以上的外地人員（immigrants who have paid taxes in the capital for more than five years）才可申請搖號。
