Just a friendly suggestion: Do some research and find out what is actually happening in the big rest of the world which China as always is trying to emulate.

Bikes have been promoted by town governments in Europe for the last 50 years. Here are some names: Copenhagen, Amsterdam, Paris, Cologne, Munich, and lots more. In Swedish cities you see more bikes than cars in the respective bike and car lanes. Then there are the mass transit systems - the underground railways, the trams, the railways in general: many have trains where passengers are allowed to take their bicycle on board.
