He began to collect information about students in poverty-stricken families by bicycling across the city.
In the beginning, Chen donated his own money to students in need, but he had the idea of getting more support from society.
"After several months, I had 20 students' information and I sent it to local media," he said. "They published the information in the newspaper and drew public attention."
